The Borough Council informed the London County Council
that they were in favour of an amendment of the law dealing
with smoke nuisance, but were of opinion, (1) that the powers
sought to be obtained should be limited to the area of the City
and County of London; (2) that the enforcement of the law
and any bye-laws on the subject of smoke nuisances should
be solely in the hands of the several local authorities in whose
districts the nuisances arise; and (3) that any bye-laws to be
made by the London County Council on the subject, pursuant
to statutory powers, should be submitted to and approved by
the Local Authorities who are charged with enforcing them.
