Of 255 children under five years of age, 84 were attending school, 127 were
not at school, hut contracted the illness from a child who was attending school,
and 44 cases were apparently not due to school infection.
In only 32 of the 370 cases was there no doctor in attendance.
Of the 370 cases, 117 occurred in tenements of only one or two rooms, 95
of them being single room tenements. Isolation was therefore practically
impossible in about half of the cases.
There were 25 deaths of measles registered during the year in comparison
with only 11 for the preceding year. Of these 8 belonged to St. Giles and
Bloomsbury, and 17 to the Holborn District; 23 of the 25 were young children
under five years of age. The decennial average was 33; 14 for St. Giles and
Bloomsbury, and 19 for the Holborn District.
School Closures on account of Measles.
On account of the large number of exclusions on account of measles at the
Tower Street School, the Medical Officer of the London County Council, Education
Department, agreed to have the Infants' Department closed from the 10th
to the 28th May. On the re-opening of the department on the 28th May, as
there was not only a very small attendance, but two or three children also came
who were in the early stages of measles, I advised that the closure should be
farther extended, and it was arranged that the department should be further
closed until June 6th.
Arrangements were made with the same department for closure of the
Infants' Department of the Macklin Street School on the 25th May, from that
date to the 5th June.
Arrangements were also made for the closure of the babies' classes of the
Christ Church School, Herbrand Street, and the St. Giles School, Endell Street,
from the 8th to the 25th June.
Class "D" in the Infants' Department of the Rosebery Avenue School was
closed by the Medical Officer of the Education Department of the London County
Council, from the 15th June to the 2nd July.
New Regulations with regard to the exclusion of Children from
School on account of Measles.
The following alterations of Article 111 of the School Management Code,
issued by the London County Council Education Department, were adopted in
April, 1906:—
"Children suffering from measles must be excluded for at least one
month.
