meat was seized at a butcher's shop on Lavender Hill which the
manager of the business stated was put aside for removal. The
Health Committee accepted this explanation and instructed me
to caution the proprietor as to his future conduct in this respect.
Of the remaining two cases: one was dismissed, and in the
other a conviction was obtained. Both cases referred to the
same premises but were at the time the offences were committed
in different ownerships. With regard to the first case, the
circumstances in connection with the case were as follows:—On
Sunday, May 17th, about 11 a.m., the Food Inspector, while
inspecting butcher's shops, entered the premises of one of them
at 68, York Road. The Inspector found in a dish in the chopping
room, in which sausages are manufactured, a quantity of small
pieces of meat: beef, mutton, ox and mutton kidneys, weighing
about 21 lb., the whole of which was more or less unsound. As the
meat was such as might have been used for making sausages
the Inspector seized the lot, and it was submitted to the magistrate
next morning and condemned. The proprietor of the business
came to see me at the office next morning and expressed his
regret, and said he had no intention of using the meat, which had
been left over from the preceding evening (Saturday night).
The facts were reported to the Health Committee, who after
giving the matter careful consideration, ordered that proceedings
should be taken against the owner of the shop. The case was
heard before Mr. Garrett, who dismissed the summons on the
ground that he was not satisfied that the meat was intended for
human food, but that the Council were right in prosecuting as
there were very suspicious circumstances.
The second case referred to a seizure from the same premises,
which in the meantime had changed ownership. On October
20th a quantity of unsound meat found by the Inspector was
seized and later condemned by the Magistrate.
The case was heard on December 16th and 30th, the
defendant being convicted and fined £5 and 4s. costs.
