Moreover, we have a shelter and baths for the accommodation
of poor persons during the time their rooms and things are
being disinfected, and a modern disinfecting station, with up-todate
machinery and appliances, all free from debt.
6. With regard to the clerical staff which has been referred
to, it should be mentioned that each and every additional
duty thrown upon a Health Authority necessitates increased
book-keeping, statistical and other returns, and I again submit
that it would be the most false economy to keep Inspectors in
their offices for the purpose of keeping these statutory registers
and returns instead of being on their districts. In other
words, it may safely be claimed that with the addition of an
efficient clerical staff the Inspectors have been free to devote
their entire time and attention to the improvement of the
districts.
7. With respect to any attempt at comparing the staff of
25 years back with that of to-day, one has only to mention the
different Acts of Parliament, the additional duties and statutory
requirements under each of same, to show that it is absolutely
useless to attempt any such comparison between the present
day needs and those of the former period.
The following list of comparatively recent Acts of Parliament,
&C, will illustrate to some extent, and perhaps give some
idea of the different standard of duties required now : —
Factory and Workshop Act, 1901.
L. C. C. (General Powers) Act, 1902.
Housing of the Working Classes Act, 1903.
L. C. C. (General Powers) Act, 1904.
L. C. C. Plan Bye-Laws, 1904.
L. C. C. (General Powers) Act, 1907.
Factory and Workshop Act, 1907.
Notification of Births Act, 1907, when and if adopted.
P. H. (Regulations as to Food) Act, 1907.
Glanders or Farcy Order, 1907.
Butter and Margarine Act, 1907.
L. C. C. (General Powers) Act, 1908.
Pure Food Regulations, 1908.
