opinion as to what it does really mean. Other
Sections are so confused and contradictory that all
that one can apparently say is that the high-water mark
of doubt and difficulty seems to have been reached in
these Sections. I submit a short synopsis of the
provisions with more then the usual amount of doubt
as to its accuracy.
Section 5 (1) purports to enable the sanitary
authority to register and remove from the register
of cow keepers and dairymen who carry on their
business on premises which in the opinion of the
authority are unsuitable for the sale of milk therein.
Then follows a proviso which to me is quite
unintelligible and upon the meaning of which it is
not safe to attempt to express any opinion. Various
experts, committees etc. are holding consultations and
making enquiries and in time it is I believe hoped
that someone may be found to attempt an explanation.
And further under Sub-Section (2) —any person who
thinks himself aggrieved by any decision of the
authority may, within twenty-one days, appeal from
from such decision to a Court of summary jurisdiction,
consequently the only thing clear about this confusing
section is that the authority is not now the final
power for registering, refusing to register, or removing
persons from such register.
Power to
appoint Health
Visitors.
Section 6 (i) enables sanitary authorities on and after
the 1st January, 1909, to appoint suitable persons as
Health Visitors to deal with the management of
young children and the like.
