5. To enable the Council to make Bye-Laws, to be

regulation of the businesses of a seller of fried fish, fish curer
and marine store dealer.

in London.
Upon this letter the following recommendation was made to
the Council:—
"That the London County Council be informed that
this Council is of opinion that legislation is urgently required
embodying the principles contained in each of the proposals
formulated by the County Council.'
This report and recommendation were in due course adopted
by the Council, and clauses embodying the proposals set forth are
included in the General Powers Bill which has been drafted.
Renovation of
Disinfecting
Station.
In the early part of the year the Chief Inspector reported
that the outside and inside paintwork of the disinfecting station
appeared to be in need of renovation, and that portions of the
glass in the lights, broken by stone throwing, needed renewing.
The Committee paid a visit of inspection and resolved that
the work should be put in hand. This was done, the amount of
£100 being provided in the half-yearly estimate for the same.
The work was carried out by men directly employed by the
Committee at a total cost of £70 in a most satisfactory manner.
Outworkers
and Sweated
Industries.
In view of the amount of attention directed to it during the
last few years, the next matter calling for special note is the
question of out-workers, and especially those engaged in what is
termed the sweated industries.
