of means make it simply impossible for these people in their
present circumstances to comply with the law. The total number
of cases that have been dealt with during the year amount to 107,
and it is perfectly safe to say, apart from the cases caused by drink,
that 95 per cent. of them are not in a position to pay the rents
necessary to abate the overcrowding complained of, and to obey
the requirements of the Notices served.
Families have been turned out time after time, and hunted
from one tenement to the other, and from there on again. One
poor wretched family was turned out five times in about as many
months. We are, of course, carrying out the law just as we have
been doing for some years past, but in the result we do not appear
to help these poor people very much, and the question still remains,
how to house the lower class workers family, requiring an average
rental of 7s. 9d. per week on their present incomes?
Preaching, and passing resolutions does not, unfortunately,
provide any effective remedy, and it is to be feared that until our
governors recognise that overcrowding with its attendant evils is an
economic question right through, we shall remain just about where
we are in the matter.
