three-room tenements by 2,573, and four-room tenements by 1,518; thus
making a total increase of 6,408 tenements with four rooms and under:—

Although tenements of four rooms and under have increased in number,
yet the number of those that had been overcrowded have decreased.
Thus the one-room tenements only showed an increase in the number of
those tenements which held only one or two persons, and which, therefore,
were not overcrowded; while those that contained four and more persons
decreased; the general result being that overcrowded one-room tenements
decreased by 743.
This was practically the case also with the two-room tenements, which
showed a decrease of 300 in the number of overcrowded tenements; with the
three-room tenements which showed a decrease of 90 overcrowded tenements;
and with the four-room tenements which showed a decrease of 105 overcrowded
tenements. Altogether this wa^ an exceedingly satisfactory return,
which can be better understood by a study of Tables I., II., III., and IV.
When the numbers dwelling in these tenements are examined, it is found
that there were on an average 2.0 persons living in each one-room tenement, as
against 2.19 in 1891; 3.46 persons in each two-room tenement, as against
3.63 in 1891; 4.01 in each three-room tenement, as against 4.21 in 1891; and
4.96 in each four-room tenement, as against 5.21 in 1891, all of which
averages are below the standard of the Registrar-General, and, therefore, it is
plain that taken all round these tenements are not overcrowded.
Nevertheless a study of the census returns shows that there is still a large
amount of overcrowding, although it has been considerably reduced since the
preceding census, notwithstanding the fact that the population has increased
by 15,836 persons.
In 1891,4,057 one-room tenements were overcrowded; whereas in 1901,
there were 3,314, or a decrease of 743.
