matters, and to carry out, in a reasonable manner, all its
statutory duties as a Metropolitan Sanitary Authority.
The action of the London County Council is to be regretted,
even if it is not hereafter proved to be ultra vires and culpable.
It certainly is unreasonable, and ought to be appealed against.
