find that the weekly averages of " refusals " and " no answers " did
not begin to diminish until the end of 1901 and the beginning of 1902.
This period is coincident with the appointment of an assistant to help
the dust superintendent in the supervision of the dust removal. The
gradual replacing of fixed dust bins by portable bins has also
helped to infusing in the minds of householders the desirableness
of regularity in the removal of house refuse.
Another fact which I think has contributed towards a more efficient
dust collection is the introduction of the system of paying by weight
(per ton) and the arrangement made by the contractors with their men
to pay them in addition to their standard wage an additional sum for
any dust removed beyond a certain amount (two tons each man
per day").
I add below the usual list of requests for the removal of dust
received during the year. This also shows a considerable improvement
upon the numbers for 1903.
