During the year the Local Government Board gave their
sanction to a new set of bye-laws relating to these structures.
These bye-laws give the Council more adequate powers to secure
the sanitary condition of the vans and of the ground upon which
they stand, than were given by the provisions contained in the
old bye-laws, which were made by the Board of Works for the
Wandsworth District in 1887.

The common lodging houses are under the control of the
London County Council, but they are visited from time to time
by the officers of the Sanitary Authority in connection with
drainage defects, cases of infectious disease, etc.
By the London County Council (General Powers) Act, 1902,
the County Council has become a licensing authority for the
common lodging houses within the county. Licences may be
granted, or refused, annually.
