only on the distinct understanding that, unless such accommodation
were provided before next year, the magistrates would
exercise fully the powers they possess of refusing the application.
SMOKE ABATEMENT.
Fifteen intimations and eight statutory notices under the
Public Health (London) Act were served in respect of chimneys
(not being chimneys of private dwelling houses) sending forth
black smoke in such quantities as to be a nuisance.
Proceedings were taken against the Fulham Pottery and
the Burlington Troy Laundry, and prohibition orders were made
in each case, with a penalty of £5 and 2s. costs against the
Fulham Pottery and one of £10 and £2 2s. costs against the
Burlington Laundry.
HOUSING.
The Public Health Committee have had under consideration
the plan prepared by the Borough Surveyor for a block of
dwellings proposed to be built on the land belonging to the
Council in Townmead Road, on a portion of which the Electric
Light Station, Dust Destructor and Disinfecting Station have
been erected, but no decision has as yet been arrived at.
Overcrowding.
Notices in respect of 150 rooms which were found to be
overcrowded were served and complied with.
Houses Let in Lodgings.
New by-laws in respect of houses let in lodgings were made
by the Council and sanctioned by the Local Government Board
in October last. In these by-laws the " owner," i.e., the person
who receives or is entitled to receive the rack-rent of the house,
is made responsible for the annual cleaning of the premises, the
condition of the drains, etc., in place of as in the old by-laws the
"landlord," who was the person by whom the rooms were
actually let, since in administering the by-laws it was found that
the latter was frequently in such a financial position as to be
unable to comply with their requirements.
