It is obvious that without a special inspector for
the duties, it would not be practicable to at all
efficiently carry out the work imposed upon your Council
under the Factory and Workshops Act, 1901.
ICE CREAM DEALERS.
The London County Council (General Powers')
Act. 1902, which came into operation on the 1st November,
1902, by Part VIII. made provision for the
regulation, manufacture, and sale of ice cream or other
similar commodities, as follows:—
Any person being a manufacturer of or merchant or dealer
in ice creams or other similar commodity who within the
County—
(a) Causes or permits ice creams or any similar commodity
to be manufactured sold or stored in any cellar
