I also interviewed the foremen in charge of the Contractor's
tipping land, and impressed upon them the necessity of extreme
care in dealing with their refuse.
Complaints are also frequently received, to the effect that the
house refuse is allowed to remain in the vicinity of dwellinghouses
for longer periods of time than appear desirable, and in
each case these matters are brought to the attention of the
Surveyor forthwith.
It certainly appears to me that it would be to the benefit of
the public health of the District if a more frequent collection of
this house refuse was instituted throughout the Borough.
The present system is, I believe, arranged on the basis of a
weekly collection from each house, but I think this ought to be
altered to, at any rate, a bi-weekly collection; and in the warm
weather, and in thickly-populated and poorer class neighbourhoods,
a daily system would be far preferable.
Congress of the Sanitary Institute of Great
Britain. Delegates were appointed to attend this Congress,
which was held at Manchester, in September, and a Report of the
proceedings of such Congress was in due course presented to the
Council; on the whole, one may say that valuable information
was obtained at the Congress, which will materially assist in the
work in the District.
