system, and the work of reconstruction to be borne by the respec-
tive owners in their proportionate shares, and this would seem to
be not only legally correct, but morally quite a fair proceeding, as
the persons benefiting by the reconstruction of such systems are
not the general body of ratepayers, but the owners and occupiers
of the individual houses.
Nuisances occasioned by drainage matters have necessarily
received much attention, and, in fact, form the bulk of the work
carried out in this way; 179 private systems have been reconstructed
or repaired, and 208 opened, cleansed and amended, and
an additional 489 surface drains constructed.
Ventilation of other drainage systems has been satisfactorily
effected in 413 cases. The testing of such drains has been carried
out by means of the smoke test in 205 cases, and the water test in
513, which tests have revealed defects in 243 cases.
Eleven Cesspools have been abolished, and the drainage
systems connected to the general scheme.
Sanitary Conveniences have received attention in a large
number of cases, 58 new closets have been erected, and the
sanitary conveniences of factories and workshops have been
improved in 23 cases.
Water Supply to such conveniences has been disconnected
from the drinking-water system, and has otherwise been provided
or renewed in 249 cases.
