American cloth, formed his table, upon which was displayed, at the
time of the visit, the remains of his last meal and its utensils.
Tenants also have frequently complained of the water with
which they are supplied by the Kent Water Works Company,
stating that it was very discoloured, and in some cases quite green,
being mixed with vegetable material, such as leaves and stalks of
plant life.
When the cistern which supplied this water was investigated,
of course it was found, first of all, to be situated in the most outof-the-way
place possible; secondly, having no lid, or with the
remains of the rotted lid lying in the tank itself; and thirdly,
having a thick and luxurious growth of the water chickweed in the
water, and with a large amount of slime, mud, &c, at bottom of
cistern.
Doubtless, the cistern had, in many cases, never been
cleaned out since it was first fixed.
Ice Cream Manufacture. The London County Council's
General Powers Act, 1902, which came into operation on the
1st November, 1902, provides for the supervision, in certain respects,
of the premises upon which Ice Cream and similar
commodities are manufactured. Accordingly, in order to
prevent any hardship, the following circular was sent to the
occupiers of some 100 premises situated in the Borough, which
would be affected by this supervision, so that they might be made
fully cognizant with such provisions, and would not be able
afterwards to legitimately allege that they have not been forewarned;
as, also, in some cases the occupiers were Italians, and
might not understand the notice as set out in English, a similar
notice, translated in Italian, was forwarded to them.
