was thought that it would operate less harshly and would allow
greater freedom of action if each individual application were considered
upon its merits and dealt with accordingly, special
circumstances in relation to any one Bakehouse could be taken
into consideration; accordingly, no hard and fast schedule of
requirements has been drawn up. The decision of the Committee
in reference to the application above referred to, was that the
certificate be not granted unless and until certain requirements had
been carried out, a schedule of such requirements being supplied
to the applicant. Nothing definite has been done, the applicant
has been obtaining information and assistance in reference to the
bringing of his bakehouse into conformity with the requirements.
Factories and Workshops. 186 visits of inspection have
been paid to these various premises within the Borough, which
number of visits is certainly not, in my opinion, as many as the
importance of the matter requires, but, unfortunately, it is all that
the staff have been able to accomplish, with a due regard to the
carrying out of their other work. There was no complete register
of Factories and Workshops within this Borough at the opening of
the year, but by the courtesy of H.M. Inspector of Factories we
were allowed to go through his register, and extract those names
and addresses which belonged to Greenwich, when we found that
there were 151 premises registered within the Borough. During
the year, 24 have been added to these numbers, making a total of
175 now on the register, of which total, 97 premises have been
measured up, and all the various details obtained respecting their
sanitary and working conditions. The number measured up
includes 18 laundries, 6 fuel and firewood works, 6 milliners, 2
cabinet makers, 4 cycle works, 30 dress makers, 2 tailors, 6 ladies'
