4. That the Government be urged to amend the Criminal Law
Amendment Act in such a manner that it shall be a criminal
and punishable offence for any person to make money or
obtain a livelihood by the prostitution of others.
5. That the Government be urged to make it lawful for the
seers of a Parish, after complaint by one ratepayer, to pay
out of the rates a reasonable sum for making enquiries and
procuring evidence as to disorderly houses.
6. That it be an urgent representation to the Home Secretary
to give instructions to the Police to prevent open solicitation,
both by men and women, in the streets of London, particularly
in the West End, and that, in the discretion of the
Magistrate, the evidence of the person annoyed may be
dispensed with.
7. That a copy of the Resolutions passed by the Conference be
forwarded to the various Boards carrying out the duties of
Overseers in the Metropolis.
Later in the year the Vestry received a communication
from the Vestry of St. Giles-in-the-Fields, and St. George,
Bloomsbury, forwarding copy resolutions on the subject of
disorderly houses, condition of the streets, and offences
against public decency, and inviting the Vestry to appoint
delegates to attend the deputation from several neighbouring
parishes to wait upon the Home Secretary. To
this invitation a reply was given that the Vestry concurred
in the views expressed in the resolutions referred to, but
at the same time did not think it desirable to take part in
a deputation to the Home Secretary, unless such deputation
was representative of the whole of the metropolis. On
being asked to reconsider their decision by the St. Giles's
Vestry, and the Vestry of St. Anne, Soho, the Vestry informed
those authorities that if the other Parishes of the
Metropolis were invited to send delegates, this Vestry
would be pleased to also appoint delegates to join the
deputation, as they were still of opinion that the deputation
should be representative of the whole of London.
