Report for the year 1896 made to the Vestry of Saint James's, Westminster

said rates are intended to cover. The Vestry were of opinion
that those sections of the Local Act referred to should be
repealed and amended so far as might be necessary, so that
the rates could be made and collected in accordance with the
general law, and that as the rates are collected upon an
estimate up to Lady-day it would not be necessary to make
any rate or assessment for the quarter ending Lady-day
following the repeal of the sections referred to. The
Vestry at the same time decided to ask the Local Government
Board to include in the said order, if they had
authority so to do, power to enable the Vestry, as the
Local Authority for the Parish, to make the rate instead of
the present body, viz., the Rector, Vestrymen, Churchwardens
and Overseers. These Resolutions were confirmed
at the subsequent meeting of the Vestry as required by
section 2 of the Poor Law Amendment Act, 1867. The
Board, however, subsequently expressed an opinion that if
an alteration were made in the authority to make the rate
the power should be transferred to the Overseers in accordance
with the general law; but the Vestry preferred
that no alteration should be made in respect to this matter
at the present time, unless the Board could see their way
to transfer the power of making the rates to the Vestry
instead of the body named in the Local Act. The Vestry's
application was under consideration by the Local Government
Board at Lady-day, 1897.
QUINQUENNIAL VALUATION LIST.
Reference was made in the last Annual Report of the
Vestry to the appeals to Special and Quarter Sessions
which were made by occupiers of property against the
assessments inserted in the Quinquennial Valuation List,
the result of these appeals being to reduce the totals of
