duties or liabilities of Overseers, and any powers, duties or
liabilities of a Parish Council."
The Board, however, in dealing with applications which have
been made to them under this section, have expressed their unwillingness
to confer all the powers, duties, and liabilities of
Overseers, although they would be prepared to consider an
application for such of the powers as are by the Act transferred
to Parish Councils.
In making application, therefore, to the Board for the
transfer of the powers, &c., of Overseers, it would be necessary
to limit the application to those powers of Overseers named in
section 6 (1) (c) of the Act which become transferred to Parish
Councils, and are set out in the said section as follows:—
I.—Appeals or objections by them in respect of the Valuation
List, or appeals in respect of the Poor Rate, or County
Bate, or the basis of the County Bate ;
II.—The provision of parish books, and of a vestry room or
parochial office, &c.;
III.—The holding or management of parish property, not
being property relating to affairs of the Church, or held

those of Overseers. Under section 6 (1) various powers became
transferred to the Parish Council on its coming into office, and
these powers, having become possessed by Parish Councils,
would be transferable to London authorities under section 33 of
the Act. In addition to the powers, &c., of Overseers beforementioned,
the following powers, duties, and liabilities of a Parish
Council appear to be those which under the provisions of the
Act could be conferred upon the Vestry should they deem it
advisable to apply to the Board to issue an Order for that
purpose:—
The powers, duties, and liabilities of the Churchwardens of the
Parish with respect to maintaining and repairing closed
