Vestry's cooperation in the matter. The Vestry, after
considering the matter, expressed the opinion that all
summonses issued under the Elementary Education Acts,
Public Health Acts, Metropolis Management Acts, Sale of
Food and Drugs Acts, the Acts administered by the London
County Council and other kindred Statutes should be heard
by Justices in Petty Sessions.
The School Board was accordingly informed that the
Vestry concurred in the views expressed in the said memorial,
and a similar memorial was addressed from this Vestry to
the Home Secretary in support thereof.
PROPOSED BYE-LAWS RE HOUSE DRAINAGE.
The London County Council, in the early part of this
year, forwarded a series of Bye-laws which they proposed
to make under the Metropolis Management Act, 1855, for
regulating the dimensions, form and mode of construction,
o o J
and the keeping, cleansing and repairing of the pipes,
drains and other means of communicating with sewers, and
the traps and apparatus connected therewith, and invited
suggestions from the Vestry thereon.
The Medical Officer of Health and Surveyor submitted a
report pointing out—
(a) That portions of the proposed Bye-laws were prolix and
obscurely worded.
(b) That some of the provisions were ambiguous and
telligible.
(c) That some of the requirements Avere unnecessary and
oppressive.
(d) That on some points the requirements were inadequate.
and made numerous suggestions as to the manner in which
the Bye-laws could with advantage be altered or improved.
