Courts of Law," as the Lee Board had already done. The
action of this Board, and your Vestry's remonstrances, had
the desired result. The Council acquired the necessary land
at Lot's-road, Chelsea, and the work has been put in hand.
The Council, moreover, as already stated, resolved to expend
three millions in the construction of new main line sewers in
different parts of the metropolis—a work which, it may be
hoped, will suffice for the abatement of the nuisance. But so
large a work will necessarily extend over several years.
DRAINAGE BYE-LAWS.
Towards the close of the year 1896, forty years after the
passing of the Metropolis Management Act, 1855, and many
years after I had first called attention to the subject, the
County Council made, and transmitted for the information of
the sanitary authorities, draft bye-laws under section 202 of the
said Act. The matter was referred to the sanitary committee,
and in the result certain recommendations and suggestions for
amendment of the proposed bye-laws were embodied in a
report, which, having been approved by your Vestry, was forwarded
to the Local Government Board and the Council. At
the end of the year 1899, the bye-laws had not been confirmed
by the Board.
