Shelters.
The influence of this class of institution upon the Metropolis has
been discussed very fully of late. That some efficient
legislation should take place to protect those
who resort to them is apparent to all who have considered
the subject.

So far as those shelters within our District are concerned, the list which I append is very suggestive, the more so when it is remembered that few of the 830 persons really were belonging to the District.
