A brief statement of the effect of these Bills must suffice.
LONDON (EQUALIZATION OF RATES) BILL.
This Bill was introduced into the House of Commons by
Mr. Fowler, the President of the Local Government Board,
on the 1st of May, 1893, and proposed to make better
provision for the equalization of rates as between the different
parts of London ; as the Bill was not proceeded with no
advantage can be gained by discussing its provisions.
Another Bill bearing the title Equalization of Rates (London)
Bill was introduced into the House of Commons on the 29th
March, 1894 ; this Bill, which at the time of writing this
Report is awaiting second reading, proposes to form an
equalization fund equal to a rate of 6d. in the pound on the
rateable value of the County of London, and to empower
the London County Council to apportion this fund among
the sanitary districts in London in proportion to their population.
The following extracts from the return prepared by
the Clerk to the Board show the effect of the Bill on
the St. Giles District:—
Rateable Value 6th April, 1894, £420,890.
Population (Census 1891), 39,782.
Equalization Fund of 6d. in the pound on the rateable
value, £10,522.
