Houses Let in Lodgings.
The Bye-laws made in compliance with the Public Health Act, with respect to
houses let in lodgings or occupied by members of more than one family, have received
the approval of the Local Government Board.
A copy of these Bye-laws will be found in the Appendix.
Register Books have been provided for use in each sub-district together with
notices of requirements and blank requisition forms for service upon landlords.
It now remains for your Authority to enforce the Bye-laws, which will, I believe,
if thoroughly carried out, prove a sanitary reform of the utmost importance.
In this parish, houses built on the so-called "model" or block system and
accommodating upwards of 12,800 inmates, escape the salutary provisions of the byelaws.
These dwellings, which are chiefly inhabited by the poorest classes, are for
the most part badly supervised.
In the interests of the public health such "models" should be included, by means
of an amendment of the Health Act, within the purview of the New Tenement
Bye-laws.
