There is no provision for copies of the lists to be sent to the local
authorities, but the factory authorities will do so. These outworkers
will require to be looked up and inspected at their places
of work much the same as if each place were a workshop. By an
order dated January 27th, 1896, the Home Secretary decreed
that such lists should be furnished by the occupiers of workshops
carrying on the trade of clothes making, electro-plating, cabinet
and furniture making and upholstery, and the making of files,
and by every contractor employed by the occupiers of such workshops,
and by the occupiers of every place where such work is
given out.
Under Sec. 77 of the Act of 1878, a register "in the prescribed
form" has to be kept of various matters "under this Act,"
including the periodical limewashing of the workshop, and by the
43rd Sec. of the Act of 1895, failure to make an entry of such
lime-washing, is to be prima fade evidence of failure to observe
the requirements of the Factory Acts with respect to lime-washing.
It is doubtful whether this applies to workshops, as the
lime-washing there is under the Public Health Acts, but such a
provision would be very useful.
