and may be removed and disposed of by them at the cost of
the former owner. This provision is not likely in practice to
supersede enforcement of the regulations by proceedings for
recovery of penalties; but it is occasionally useful.
In a Special Report on " Sanitary, Nuisances Removal,
and other cognate Acts," I placed my views on this subject
generally, before your Vestry in 1885. The Law and Parliamentary
Committee, to whom the report was referred, recognised
"the necessity for making proper arrangements for the
removal of manure and other refuse matter," but stated that
" the Vestry had not depot accommodation, or staff or plant
adequate to cope with so large a work." For this reason, they
considered that the Vestry was not then "in a position to
contract generally for the removal of manure and other refuse
matter." The circumstances are now different, your Vestry
having a large depot at Purfleet, to which the manure could be
conveyed from the river and canal-side wharves, and where it
would probably command a ready sale at a remunerative
price for use on the land. The Sanitary Committee, in a
report dated September 7th, 1892, stated that they were
of opinion that the time had arrived when the Vestry
should, on sanitary grounds, undertake the removal of such
manure, &c., themselves. They accordingly recommended,
"That it be referred to the Wharves and Plant Committee
to consider and report as to the practicabilty of a scheme
being adopted for this work to be undertaken by the Vestry."
This was done, and on the 9th November, 1892, the said
Committee reported that they were of opinion that "the
expenses of any scheme to give effect to the collection and
removal of the manure from the mews of the parish, would
be so great as to render the proposal, at the present time,
an impracticable one." The report was adopted by your
Vestry.
