It may be mentioned, however, that the Sanitary Authority
" may, if they think fit," on the medical or other certificate,
necessary to originate proceedings under section 21, " cause
to be taken any proceedings in the High Court against any
person in respect of the matters alleged in such certificate "
(sub-section 3). Proceedings in the High Court ma}' be taken
if it should be held that " summary proceedings would afford
an inadequate remedy." The power to go to the High Court
would be exercised, presumably, when it was considered
necessary to apply for an injunction (under section 13). It is
further enacted (sub section 4) that " the Sanitary Authority
may take proceedings under this (the 21st) section in respect
of a manufactory, building, or premises situate without their
district " (as Wood Lane is); " so, however, that the summary
proceedings shall be had before a court having jurisdiction in
the district where the manufactory, building, or premises are
situate." If one might venture a forecast, it would be that
"summary proceedings" in a Petty Sessional Court under
section 21 will not be found to afford an adequate remedy
for the nuisance caused by brick-burning, which is not likely
to be abated excepting, as in numerous decided cases it has
been, by injunction obtained in the High Court.

south of Uxbridge Road. The names of the licensees, and
the localities of the premises, are set out in Table XI.
(Appendix). The several premises were inspected in July by
the Sanitary Committee, who reported on them as follows :—
" The premises, generally, were found in a satisfactory condition as to
cleanliness. The requirements of the new bye-laws of the London
County Council, the ' Local Authority' with respect to structural
arrangements, appear to have been carried out at all of the licensed
