houses which they considered to be in all respects properly constructed
and finished, intending purchasers would, in all probability, require the
certificates to be produced, and in this way considerable control would
indirectly be obtained over builders, and I would therefore again strongly
urge the Vestry to adopt this course.
As bearing out what I have said in previous reports, that " houses are
being erected in Fulham in such a manner that it is almost certain that in a
very few years they will be in a ruinous condition," I may mention that I
have recently represented to the Sanitary Authority under the Housing of
the Working Classes Act some houses which have only been built about
four years, as being in a state so dangerous or injurious to health as to be
unfit for habitation.
