Vagrants and Disease.
Allusion was made in last year's report to the frequency
with which infectious diseases are spread by vagrants, and a
Conference was held at the County Hall, Spring Gardens,
on July 19th, between members of the Public Health and
Housing Committee, and representatives of Urban Sanitary
Authorities, County Councils, Vestries and District Boards,
and the Metropolitan Asylums Board, to consider the question,
at which the following resolutions were made : —
1. That common shelters which are not subject to the law
relating to common lodging-houses should be made subject
to such law.
2. That there should be power to the local authority to
require medical examination of all persons entering common
lodging-houses and casual wards, and that each inmate of a
common lodging-house or casual ward should, on admission,
have a bath of fresh water.
3. That the local authority should have power to order the
keeper of a common lodging-house in which there has been
