The occupier of any premises or any other person shall not obstruct
or interfere with the owner of such premises, or with any person
duly authorised by him in that behalf, in the execution of any work
to which the foregoing byelaws relate.
Penalties.
Every person who shall offend against any of the foregoing
laws shall be liable for every such offence to a penalty of five pounds,
and in the case of a continuing offence to a further penalty of forty
shillings for each day after written notice of the offence from the
Sanitary Authority:
Provided nevertheless, that the justices or court before whom
any complaint may be made or any proceedings may be taken in
respect of any such offence may, if they think fit, adjudge the payment,
as a penalty, of any sum less than the full amount of the
penalty imposed by this byelaw.
Increase in the Death Rate.
Some apprehension having arisen as to the gradually increasing
death rate in Bow, I thought it wise in the interest of the parish and
the district to analyse the figures, and in October last I presented
a report to the Sanitary Committee on the subject.
I have neither to add to this report nor to modify the conclusions
arrived at, beyond pointing out that the return of the inhabited houses
for 1893, shows that the density of the population in Bow has slightly
decreased.
Appended will be found the Sanitary Inspectors' Reports for the year.
In concluding my report, I desire to express my indebtedness
both to the members of the Board and the members of the Sanitary
Committee for the courteous assistance and sympathy at all times
extended to me in the performance of frequently delicate and difficult
duty ; together with my appreciation of the loyal and willing help of
the Board's Sanitary Staff, particularly and generally.
