The Local Government Act, 1894.
Report of Mr. George Whale, Clerk and Solicitor
to the Board of Works for the Lee District on
the effect of the Act upon the constitution and powers of
District Boards in the administrative County of London.
30 th May, 1894.
1. The Local Government Act, 1894, affects the constitution
and powers of District Boards. It repeals some sections of the
Metropolis Management Acts, 1855, 1856, and 1862, substitutes
other provisions in lieu thereof, and enables some additional
powers to be conferred on District Boards. It also deals with
matters affecting the Vestries within the London Districts. But
the provisions as to London are scattered amongst the eighty
nine sections of this Act. Their full effect cannot be ascertained
until further orders or rules are made by the Local
Government Board; and even then, there must remain some
difficult questions of law under this very complicated Statute
My report is limited to the particular provisions of this new Act
which directly apply to or affect London District Boards. The
chief of these alterations are as follows:-
