The following description was provided by James Gardiner: "On the theme of effeminate fashions for men. A combined soldier and sailor, wearing a sailor's hat inscribed H.M.S. Bang, using a cigarette holder, carrying a stick and wearing a French flag tied in a bow. Even the British bulldog has been feminised, and wears a Union flag tied to itd tail (as well as a French flag tied in a bow)".
