    Unhealthy Areas .—I am not prepared to say, definitely, that there are any unhealthy areas within the District which are so insanitary or unhealthy as to render the houses within such areas unfit for habitation, but there are one or two localities where perhaps the condition of some of the dwelling-houses—owing to extreme age—fall below a reasonable standard.
